The Glenwood Community School District Board of Education is scheduled to hold a regular meeting at 7:00 p.m. on August 24, 2026, in the Central Office Large Conference Room, 103 Central, 3rd Floor, Glenwood. The agenda includes a year-end financial report, an updated strategic plan, first readings of disruptive-behavior policies, personnel and open-enrollment consent items, and three agreements involving employee fitness memberships and university clinical placements.
Key Items on the Agenda
FY26 Annual Financial Report
The board is scheduled to receive the district's Fiscal Year 2026 Annual Financial Report. The presentation covers fund balances, General Fund financial measures, employee costs, cash-flow liquidity, categorical state aid, revenue, interest income and expenditures.
The report lists General Fund expenditures of $25,243,018 and General Fund miscellaneous income of $2,905,657. It also identifies lower insurance benefit premiums, several unfilled high school positions, and position reductions through retirement and resignation as factors affecting the employee-cost ratio.
Updated 2025–2030 Strategic Plan
The board is expected to review an updated strategic plan revised by the district's School Improvement Advisory Committee. The plan centers on academic engagement, school culture and climate, and resource management.
Among the initiatives and goals identified in the plan are:
- Strengthening Professional Learning Communities and the district's Multi-Tiered System of Supports.
- Continuing districtwide Standards-Referenced Grading practices, including proficiency scales and consistent academic and behavioral reporting.
- Preparing students with personal, professional and employability skills.
- Maintaining or improving student achievement with a goal of an Exemplary or High Performing rating on the Iowa School Performance Profiles each year.
- Strengthening student belonging, staff culture and family/community partnerships.
- Monitoring enrollment and district finances, including monthly budget reviews.
- Launching and growing the Southwest Iowa Virtual Academy, Glenwood Pathways Center and Hastings SWITCH programs.
- Renovating the Central Office Building, securing independent utilities for the property, and updating the Middle School emergency alarm system.
The plan also identifies previously completed work, including a $750,000 district budget reduction, district roofing projects, and the Pathways Center renovation using grant funding.
Consent Agenda
First Readings of Disruptive-Behavior Policies
The consent agenda includes first readings of three draft documents addressing disruptive behavior:
- Policy 503.11: Disruptive Behavior
- Regulation 503.11-R(1): Disruptive Behavior
- Regulation 503.11-R(2): Disruptive Behavior
These documents are identified as drafts and first readings in the packet.
Personnel Changes
Staff recommends approval of eight new hires or added positions, contingent on completion of pre-employment requirements and favorable background checks. Proposed compensation ranges from $12.00 per hour for a Lakin FCDC student worker to $172 per day for a substitute teacher; the list also includes custodial, secretarial, paraeducator, child-care and extracurricular positions.
The consent agenda also recommends four employee transfers or status changes. Two involve no change in pay, while the proposed rates for the other two are $15.75 per hour for a special education paraeducator and $13.69 per hour for a food service worker.
Ten employee separations are also presented for approval, all identified as resignations. The listed effective dates range from August 7 through September 18, 2026; coaching separations are noted as contingent on finding suitable replacements.
Open Enrollment
The packet recommends approval of two open-enrollment requests. One involves a seventh-grade student requesting East Mills from a Glenwood resident district, while the other involves a kindergarten student requesting Glenwood for the 2026–2027 school year from the Fremont-Mills resident district.
New Business
$10,800 Anytime Fitness Agreement
The board is scheduled to consider a one-year agreement under which Glenwood Community School District would pay Anytime Fitness $10,800 annually for adult memberships for approved professional staff. The agreement would begin September 1, 2026, with the district billed $900 per month.
The agreement allows up to 375 adult memberships at one time. Anytime Fitness would waive individual joining fees, employees could pay additional costs to add family members, and the parties would meet twice annually to review the program. The contract calls for review by both organizations' leaders 90 days before its end to determine next steps.
University of Northern Iowa Cooperative Agreement
The board is also scheduled to consider a cooperative agreement with the University of Northern Iowa covering student teaching, administrative internships, and other clinical or field-based educational experiences. The agreement outlines placement, supervision, evaluation, confidentiality and other responsibilities for UNI and cooperating educational agencies.
For eligible placements, UNI would pay cooperating teachers $500 for each student teacher who completes a full-semester student-teaching period and $100 for shorter pre-service teacher internships, with shorter-than-normal assignments prorated. The agreement presents an automatic-renewal option and a three-year option expiring July 31, 2029; the packet does not establish which duration Glenwood would select.
William Penn University Agreement
A separate item would renew the district's student-teaching and clinical-experience agreement with William Penn University for 2026–2031. The agreement establishes procedures for student placements, supervision, assignment changes, student status and compensation.
William Penn University would compensate cooperating teachers $12.50 per week for each student-teaching assignment, with payment made at the conclusion of the student-teaching period.
The board is scheduled to continue its review of the Eight Key Roles and Responsibilities of School Boards and Superintendents, with the packet indicating that this meeting reaches the eighth component. The Iowa Association of School Boards material distinguishes the board's governance and oversight responsibilities from the superintendent's responsibility for day-to-day district operations.
The eighth area focuses on facilities. The material describes the board's role as setting policy, taking a long-term view, approving architects or consultants when necessary, making decisions on closings or consolidations, and monitoring facility-plan implementation. The superintendent's role includes guiding maintenance, prioritizing long-range facility plans, gathering information and making recommendations.
The agenda also includes an informational strategic-plan item intended to keep board discussions connected to district goals involving student achievement, staff support, operational excellence and community engagement.
What to Watch at the Meeting
The packet puts several substantive issues before the board without documenting their meeting outcomes. Key points to watch include the FY26 financial presentation and its assessment of district finances; how the updated strategic plan changes priorities for the coming year; the first readings of the disruptive-behavior policy and regulations; and whether the board acts on the proposed Anytime Fitness, UNI and William Penn University agreements.
The agenda also provides opportunities for comments from the public and from members of the Board of Education before the informational and new-business portions of the meeting.
