The estimated combined contract value is $10,436,546.85, funded through restricted General Fund resources. Individual proposed awards range from relatively small programs to contracts approaching $1 million, including $985,000 for Boddie Family Boxing Academy and $950,000 for Improve Your Tomorrow.
Districtwide Facilities and Maintenance Purchasing Authority
Resolution No. 1661 would authorize purchases of supplies, equipment, and services for General Services, Facilities Construction and Planning, and Maintenance and Operations through cooperative agreements and California Multiple Award Schedules.

- Resolution No. 1658 would authorize purchases from One Work Place through California Multiple Award Schedule Agreement No. 4-24-02-1048, with an estimated amount of $1 million annually. The agreement runs through December 4, 2027.

Sports Streaming Services
The District issued RFP No. 27-002 for an integrated sports streaming and athletic technology platform covering Creative Connections Arts Academy 7-12, Foothill High School, Grant Union High School, Highlands High School, and Rio Linda High School.
The requested services include video editing and storage, game and scouting breakdowns, replay tools, cameras, livestreaming, digital ticketing, athlete-performance technology, training, maintenance, and technical support. The District received one proposal and staff recommends awarding the contract to Hudl, Inc. at an estimated total of $73,500, funded from restricted General Fund resources.
Audio-Visual Technology
Resolution No. 1659 would authorize district purchases of audio-visual equipment, supplies, and services through IVS Computer Technologies and multiple California Multiple Award Schedule agreements. The packet identifies an estimated annual amount of $250,000 from various funds.

It addresses weather monitoring, decisions to modify or cancel outdoor activities, communication with families and staff, indoor alternatives, staff training, and coordination with local agencies, with annual review and updates planned.
Career Technical Education Facilities Funding
Resolution No. 1662 would authorize the District to file applications under the State Allocation Board-administered Career Technical Education Facilities Program. The resolution addresses state requirements for a five-year school facilities master plan as a condition of participating in the program and seeking future CTE facilities funding.
Staffing and Human Resources
Provisional Internship Permits for Two Teachers
The Board is scheduled to consider employing two elementary teachers under Multiple Subject Provisional Internship Permits:
- Anna Derreza as a fifth-grade teacher at Castori Elementary.
- Elouera Bowmer as a first-grade teacher at Hillsdale Elementary.

Education and Regional Partnerships
Sacramento Regional PK-16 Collaborative
The District is seeking approval to become an Agency Member of the Sacramento Regional PK-16 Collaborative Joint Powers Authority and to approve and ratify its Joint Powers Agreement and bylaws.
The regional organization is intended to continue partnerships developed through the Sacramento Regional K-16 Collaborative Grant Program, with work focused on college and career pathways, dual enrollment, transfer opportunities, priority student populations, regional data sharing, and alignment between education and workforce needs. Twin Rivers would appoint a representative and alternate to the JPA Board.
The packet states that the District’s required contribution would be $0 in the first year; contributions in future years would be determined if grants or other outside funding are insufficient.
Agriculture Career Technical Education Grant

The consent agenda also asks the Board to:
- Approve routine administrative contracts of $35,000 and above.
- Ratify routine administrative contracts below $35,000.
- Approve routine construction contracts of $35,000 and above.
- Ratify payments of salaries and bills made during July 1–31, 2026.
- Ratify the July 2026 Purchase Order Board Report.
- Approve out-of-state staff travel and overnight school-sponsored student trips.
