Midland Independent School District Packet Summary — 2026-08-25
Meeting: Regular Meeting - Aug 25 2026
Scheduled: August 25, 2026, at 5:30 PM at Bowie Fine Arts Academy, 805 Elk Avenue, Midland, Texas.
The Board of Trustees is scheduled to consider a broad agenda covering 2023 Bond construction, a new bond issuance, campus improvement plans, a Texas Education Agency corrective action plan, budget changes, employee compensation, school psychology partnerships, and the November trustee election. The agenda also includes informational reports on academic performance, Board goals, school safety, and ongoing bond construction.
Key Items on the Agenda
2026-2027 Campus Improvement Plans
The Board is scheduled to consider approval of the 2026-2027 Campus Improvement Plans under Board Policy BQ(LOCAL). The packet describes the plans as campus-level roadmaps addressing student performance, Tier I instruction, data-driven instruction and assessment, teacher development, staff retention, and use of campus funds.
Administration recommends approval of the plans for all Midland ISD campuses. The packet includes individual plans for campuses across the district, including schools identified on the agenda as having an overall rating below B.
$586,726.54 Alamo Middle School Change Order
Administration recommends a $586,726.54 change order for Package 5 of the 2023 Bond work at Alamo Middle School. During construction, an original plaster ceiling was discovered above the existing lay-in ceiling in a majority of classrooms.
According to the packet, the plaster system does not provide enough room or structural support for the new fire-suppression piping. The proposed change would remove the plaster soffit and associated hanging metal system rather than use selective demolition, which the contractor determined would cost more and make future access more difficult. The project has sufficient contingency to cover the change without putting the overall project over budget.
Up to $460 Million in New 2023 Bond Issuance
The Board is scheduled to consider a parameter order authorizing another issuance of Unlimited Tax School Building Bonds, with a recommended not-to-exceed amount of $460 million. The district says updated cash-flow projections show construction funding is needed sooner than originally anticipated.
The packet says:
The proposed issuance would fund approximately 28 to 32 months of projected expenditures.
The district anticipates pricing the bonds in September 2026 and receiving proceeds in October 2026.
Pricing authority would be delegated to the Superintendent and Chief Financial Officer within parameters established by the Board.
The proposed structure uses a 30-year repayment plan.
After the second sale, approximately $55.4 million of voter-authorized bonds would remain unsold.
The district projects the remaining authorization would be issued, if needed, in 2028.
The district expects its interest-and-sinking tax rate to remain at $0.2101 under the recommendation.
The packet notes that voters authorized $1.4154 billion in bonds in November 2023. A first $900 million sale followed a parameter order approved in February 2024; the district reports that transaction saved taxpayers approximately $310 million in interest compared with the planning rates used for the bond program.
TEA Corrective Action Plan on Student Discipline
Administration recommends approval of an Agreed Corrective Action Plan with the Texas Education Agency, Case # SRDR2026-02-03. The matter stems from TEA findings concerning 2024-2025 student discipline practices and disciplinary data reported through PEIMS.
The proposed agreement calls for Midland ISD to strengthen compliance with laws governing out-of-school suspensions, accurately document and report disciplinary incidents through PEIMS, consistently implement required policies, and conduct ongoing reviews and audits of discipline data.
Relevant campus and district staff would be required to receive training on current student-discipline laws and regulations by October 30, 2026, with training materials and attendance documentation submitted to TEA by November 6, 2026. The agreement calls for completion of the corrective actions by September 30, 2027, with TEA monitoring compliance during the agreement period.
Major Financial and Procurement Items
Budget Amendment #1
Administration recommends approval of Budget Amendment #1. Most of the amendment involves moving already-budgeted dollars between functions rather than revising district revenue accounts.
Child Nutrition Services is also requesting authorization to transfer $2,345,527 from its fund balance to cover allowable expenses under a Texas Department of Agriculture-approved spending plan. The stated purpose is to reduce Excess Net Cash Resources in accordance with federal regulations.
$270,000 Annual Kitchen Maintenance and Repairs Procurement
The Board is scheduled to consider RFP #27-02 for kitchen maintenance and repairs. The district estimates annual expenditures of $270,000, funded with budgeted Child Nutrition Services federal funds.
Services would be provided as needed and could include preventive maintenance, equipment repair, vent-hood work, and fire-suppression services. The initial contract term would be one year, with options for as many as four additional one-year renewals.
June Financial Report
The consent agenda includes the district's financial report through June 30, 2026. For the General Fund, the report shows approximately $386.1 million in year-to-date revenue against $388.8 million in expenditures, before other financing activity.
The report also covers the Child Nutrition Fund, Debt Service Fund, Local Capital Projects Fund, self-insurance activity, staff housing, and district cash flow. The packet says July financials have been delayed by the district's transition to a new ERP system, with July and August financials expected to be presented in September.
Consent Agenda
The Board is scheduled to consider a consent agenda that includes several operational, personnel, educational, and governance items.
Construction Closeouts
The packet recommends final acceptance and closeout authorization for two completed projects:
CSP #24-282, Package #5 — Annex Buildings at Abell and Alamo Junior High Schools: Oprex Construction LLC was previously awarded the project for $1,085,000. Parkhill reports the work is substantially complete and recommends final owner signatures.
CSP #25-66, Package #2A — Thomason and Avalon Drive Water and Wastewater Extensions: The utility package cost $2,507,312.89. Under the joint funding arrangement, the City of Midland is to reimburse Midland ISD $1,350,207.62 for the city's portion. The packet says the water system is functional and being used for construction at the new Midland Lee High School site.
Revised 2026-2027 Compensation Plan
Administration is seeking approval of revisions to the district's 2026-2027 Compensation Manual affecting two positions. One position is being reclassified following a resignation, while another requires a pay-grade adjustment because its funding source changed.
The broader compensation manual retains the district's salary and supplemental-pay structures. Among the figures in the packet, the teacher new-hire schedule begins at $61,600 for zero years of experience, and the district lists an annual health-insurance contribution of $6,036 per employee.
Professional Learning Plan
The consent agenda includes annual approval of the 2026-2027 Professional Learning Plan under Board Policy DMA(LOCAL). The plan includes required professional development for district employees and says Midland ISD meets at least the minimum requirements identified through the State Board for Educator Certification clearinghouse, while offering additional training in some areas.
The plan emphasizes instructional coaching, new-teacher mentorship, talent pipelines, strategic compensation, "Grow Our Own" pathways, and data-driven instruction.
School Psychology Training Partnerships
Two proposed memoranda of understanding would create supervised clinical and field-placement opportunities for graduate students studying school psychology:
West Texas A&M University: A proposed two-year partnership covering practicum, field experience, and internship supervision.
Texas Tech University: A proposed partnership for school psychology students completing supervised clinical training and field placements in Midland ISD.
The packet says the arrangements are intended both to provide graduate training and to expand capacity supporting student mental health, academic evaluations, interventions, and behavioral-support systems.
Adjunct 4-H Teachers
The Board is scheduled to consider a resolution giving specified Texas A&M AgriLife Extension Service personnel adjunct faculty status. The arrangement would allow qualifying students participating in approved off-campus 4-H activities during the school day to receive an excused absence or be treated as in attendance under applicable rules.
The adjunct personnel would remain AgriLife Extension employees and would receive no compensation from Midland ISD.
T-TESS Appraisers
The Board is being asked to approve a revised roster of certified Texas Teacher Evaluation and Support System appraisers. Board Policy DNA(LOCAL) requires approval of certified appraisers who may evaluate teachers as an alternative to their direct supervisors.
November 3 Trustee Election
The consent agenda includes approval of the notice for the November 3, 2026 Regular Trustee Election. Trustee positions for Districts 3, 5, and 6 are scheduled for election.
The packet says the Board must issue the Notice of Election to the county by September 4, 2026. Election Day voting is scheduled for 7:00 AM to 7:00 PM, and the packet lists multiple Election Day vote centers and early-voting locations.
Academic Performance and Accountability
Preliminary STAAR and Accountability Ratings
The Board is scheduled to receive Midland ISD's preliminary annual STAAR performance and accountability ratings for the district and individual campuses. The Texas Education Agency is expected to finalize the ratings in December 2026.
Under Board Policy BBE, the report compares current numeric scores with the previous year for overall performance and individual accountability domains. The packet says campus reports will be posted in principals' offices and campus entrances and emailed to parents and guardians.
Board Goals A, B and C
A separate informational report will update progress toward three Board goals:
Goal A: Percentage of students performing on grade level.
Goal B: Percentage of campuses earning a B or higher in Domain I.
Goal C: Percentage of students graduating college, career, and military ready.
The report is structured around established baselines, annual targets, and current results.
Bond 2023 Progress Report
The August Bond 2023 report provides an update on construction schedules, costs, and upcoming milestones. The packet identifies no projects currently over budget and lists Lone Star Trails Elementary, the original MAP campus, the original Lamar campus/new MAP project, and two projects on hold as currently under budget.
The report highlights summer 2026 work that included:
23 multi-user restrooms replaced.
90 single-user toilets replaced.
ADA ramp and sidewalk improvements at 7 campuses.
Fire-suppression work at 7 campuses, covering 428,128 square feet.
Asbestos abatement completed at 3 campuses.
The district reports that the new Midland High School is on schedule at 26% construction, while the new Midland Lee High School is ahead of schedule at 43% construction. Road construction at Thomason and Avalon is expected to begin in September, Encore Academy construction in October, and Package 9 work at Abell and San Jacinto in November.
School Safety and Police Department
The Board is scheduled to receive an informational report on the Midland ISD Police Department. The packet highlights implementation of a cadet program, deployment of ZeroEyes for real-time safety alerts, strategic placement of officers, and staffing levels that the district says are higher than in recent years.
The department reports full compliance with House Bill 33, continued compliance with Texas Commission on Law Enforcement requirements, and ongoing work with the Texas Education Agency on Sentinel requirements.
Public Participation and Closed Session
The agenda includes a public forum. Participants are instructed to register in person at least five minutes before the meeting begins on the day of the meeting.
The Board may also enter closed session for authorized consultation with its attorney, real-property deliberations, personnel matters, and a required safety and security audit. The listed legal topics include JJAEP status, litigation concerning Texas Constitution Article VIII, § 1-e, and a lawsuit filed by IDEA Schools. Any final vote, action, or decision arising from closed session must occur in open meeting.
