Detroit Public Schools Community District's July 14, 2026 regular board meeting focuses on labor agreements, student policies, facility investments, and operational contracts that will shape the upcoming 2026-2027 school year. The agenda combines collective bargaining approvals, numerous instructional and student-support contracts, facility projects, and several first-reading policy revisions affecting students and district operations.
Among the most significant actions are proposed two-year labor agreements with the Detroit Federation of Teachers and the Detroit Association of Educational Office Employees (DAEOE). The DAEOE agreement includes 3% annual wage increases for both contract years, $2,000 annual retention bonuses for eligible employees, and $1,500 longevity payments for qualifying long-serving staff, reflecting the district's continued emphasis on workforce retention.
The board is also considering major operational and capital actions, including amendments for architecture and engineering services, continued work at the Cooley Athletic Complex, participation in Michigan's School Bond Qualification and Loan Program, and multiple service contracts supporting student mental health, tutoring, technology, communications, facilities, and school relocations. While many renew existing services, together they represent substantial investments in district operations and student support.
Families will also want to follow several policy revisions, particularly proposed changes governing student cell phone use during instructional time, attendance expectations, emergency planning, and school construction procedures. The meeting also includes approval of the 2026-2027 Student Code of Conduct, Course Catalog, and educator evaluation systems, making this one of the district's key governance meetings before the new school year.
Major Discussion and Action Items
Collective Bargaining Agreements
The board is scheduled to consider approval of successor labor agreements covering the Detroit Federation of Teachers and the Detroit Association of Educational Office Employees. The DAEOE agreement spans July 1, 2026 through June 30, 2028 and provides annual 3% base wage increases, retention bonuses for eligible employees who remain employed through November of each school year, and longevity supplements for employees with at least ten years of service. These agreements directly affect employee compensation, recruitment, and retention while establishing labor terms entering the new school years.
Student Programs and Academic Operations
The consent agenda includes approval of the 2026-2027 Student Code of Conduct, the district Course Catalog, and the "Thrive for Teachers" and "Thrive for School Administrators" evaluation systems. Together these items establish expectations for student behavior, available coursework, and educator evaluation processes for the coming academic year. Additional instructional support contracts with organizations including City Year and Brainspring are intended to provide academic interventions and student assistance.
Student Mental Health and Support Services
The board is considering renewal or continuation of behavioral health and student support contracts with Development Centers, Emagine Health Services, Invo Health Care, and The Stepping Stones Group. These organizations provide counseling and related student support services that supplement district resources. Contract renewals are structured to continue services through June 30, 2027.
Turning Point Academy Changes
Two related agenda items address the future of Turning Point Academy. One seeks approval to relocate the program, while another begins a formal renaming process. The packet identifies both actions but provides limited narrative explaining the operational details, suggesting that board discussion may provide additional context regarding implementation and educational impacts.
Capital Projects and Facility Improvements
Facility work remains a major theme. The board is asked to approve a contract amendment involving Ghafari/Moody Nolan and DLR Group/Wightman, continue work associated with the Cooley Athletic Complex, authorize a contract with City Contracting, and utilize cooperative purchasing through McKinstry Industries. These items support ongoing planning, construction, renovation, and infrastructure improvements across district facilities.
Governance and Policy Modernization
Six policy actions are scheduled, including five first readings and one second reading. Proposed revisions cover definitions, personal communication devices, student attendance, school construction, emergency operations planning, and superintendent selection. Several proposals update district policies to reflect recent state law changes or operational practices before the 2026-2027 school year.
Financial Matters
The packet includes numerous financially significant actions, although not every contract specifies a dollar amount.
Notable identified financial commitments include:
- Renewal of the Premier Relocations program move services contract through June 30, 2027 with a total contract value not to exceed $3.4 million.
- Extension of the Cooley High School abatement, demolition, and site restoration contract with Asbestos Abatement, Inc., increasing the contract by $5,459,842 for a total value not to exceed $9,815,597 through June 30, 2027.
- Renewal of multiple behavioral health and counseling contracts whose expenditures are based on issued purchase orders rather than fixed contract ceilings.
- Participation in Michigan's School Bond Qualification and Loan Program, which supports district borrowing and financing for capital improvements.
- Renewal of third-party benefits administration services through Kapnick & Company and cooperative purchasing arrangements supporting facilities and technology operations.
Policies, Ordinances, Resolutions, and Governance
The policy agenda includes first readings of amendments to:
- Policy 0100 (Definitions), updating terminology used throughout district governance documents.
- Policy 5136 governing personal wireless communication devices. The revisions generally prohibit student wireless communication device use during instructional time, describe permitted exceptions, establish storage requirements, address emergency use, and align district policy with recent Michigan legislation.
- Policy 5200 governing student attendance, including revised attendance definitions, excused absences, tardiness, and early sign-out procedures.
- Policy 6321 governing new school construction and renovation, including competitive bidding procedures, public advertising requirements, consultation with first responders, and statutory bid thresholds.
- Policy 8402 governing emergency operations plans, including required emergency planning topics, biennial reviews with law enforcement, and communication protocols during emergencies.
The board will also consider second-reading approval of amendments to Policy 0132.1 governing superintendent selection, including updated language regarding Financial Review Commission oversight when applicable.
The meeting includes standing committee reports, a finance report from Chief Financial Officer Jeremy Vidito, and Superintendent Dr. Nikolai Vitti's report.
The superintendent's report includes recognition of district core values along with updates on academics, operations, and human resources and talent. Student presentations featuring recordings of the "Star Spangled Banner" and "Lift Every Voice and Sing" are scheduled near the beginning of the meeting. The chair will also deliver remarks and standing committees will report on their recent work.
Personnel, Appointments, and Organizational Matters
The agenda includes Human Resources and Talent updates along with personnel actions involving administrative terminations, terminations for cause, and suspensions for cause.
The public personnel summary identifies proposed administrative terminations involving positions such as teachers, transportation staff, paraprofessionals, and nutrition employees. Reasons listed include job abandonment, failure to return from leave, and expired teaching certificates. Individual actions are presented for board approval as personnel matters rather than broader staffing reductions.
Projects, Facilities, Infrastructure, and Operations
Operations-related actions span construction, relocation, communications, transportation, technology, and facilities management.
Major operational items include continued planning for the Cooley Athletic Complex, architectural and engineering contract amendments, relocation planning for Turning Point Academy, communications contracts with Mobile Communications America and Sound Planning Communications, cooperative purchasing with McKinstry Industries and mProtective, moving services through Premier Relocations, and facility construction work with City Contracting. Collectively these actions support district infrastructure, safety, technology, and day-to-day operations entering the next school year.
Community members may provide public comment during the scheduled public comment portion of the meeting after registration closes earlier in the agenda.
The meeting is conducted at Mumford High School beginning at 5:30 p.m., with online viewing available through the district's board meeting website. The agenda also includes a closed session for personnel and legal matters as authorized under the Michigan Open Meetings Act following public comment.
Students and families may see updated expectations for attendance, classroom cell phone use, discipline, and course offerings before the new school year.
District employees are directly affected by proposed collective bargaining agreements, compensation changes, evaluation systems, and personnel actions.
Taxpayers and residents have an interest in continued facility investments, bond-related financing, and major operational contracts supporting district infrastructure.
Schools and community partners may experience expanded behavioral health, counseling, tutoring, and educational support services through renewed contracts with outside organizations.
