Consent Agenda

Associate Superintendent Dr. Hawkins presented information about a new Iowa law, Senate File 2428, and related district policy work.
The presentation focused on two major areas of the law:
- Teacher authority to remove students from classrooms for disruptions.
- Requirements related to teacher review and acknowledgment of student IEP and 504 plan responsibilities.
Classroom Disruptions and Student Removal
Dr. Hawkins explained that Senate File 2428 provides teachers with the ability to remove students from classrooms for violent and nonviolent disruptions.
Examples discussed as included in the law:
- Disorderly conduct
- Abusive or profane language
- Bullying
- Repeated disruptive behavior
- Injury
- Property damage
- Assault
The presentation noted that the law establishes expectations for what happens after a student is removed from class, including the process for returning the student to the classroom.
IEP and 504 Plan Acknowledgment Requirements
The board heard that the law requires teachers serving students with IEPs or 504 plans to:
- Read the applicable plans.
- Understand accommodations and modifications.
- Provide written acknowledgment that they have reviewed and understand their responsibilities.
Dr. Hawkins explained that district staff have been working on a districtwide process for managing these requirements.
The presentation noted that:
- Special education roster teachers are responsible under the law for collecting acknowledgments related to IEPs.
- Principals are responsible for collecting acknowledgments related to 504 plans.
- The district discussed the timing challenge of completing this work between staff returning for the school year and the start of classes.
Oversight Review Committee
The board also heard about the required oversight review committee created under the law.
The committee is intended to help inform district policy, particularly regarding the process for students returning to class after removal.
Dr. Hawkins explained that the committee is designed to include significant teacher representation so educator perspectives help shape implementation decisions.
Other Reports and Discussion
The meeting continued with additional reports and agenda items.
District Gifts
The board considered gifts presented to the district.
A motion was made to approve the gifts as presented.
The motion was seconded.
The motion passed 5-0.
Special Education Service Delivery Plan
The board considered the district-developed service delivery plan for special education.
A motion was made to approve the service delivery plan as presented.

Board Planning and Future Discussion
During discussion of future board work, board members and administration discussed upcoming planning conversations.
The superintendent shared plans to provide board members with information summarizing previous board goals and discussions. This information will support discussion of goals for the new school year.
The board identified a future meeting on August 31 as an opportunity for additional discussion of board goals.
