City of Indianola Packet Summary — 2026-07-06
Meeting: Monday Jul 6, 2026 6:00 PM CDT City Council Meeting Agenda Posted on: July 2, 2026 4:57 PM 110 N 1st Street City Hall Council Chambers Indianola, IA City Council
The City Council packet includes a large consent agenda covering public-hearing dates, equipment purchases, policy changes, licensing, salaries, agreements, and other administrative matters. The principal public-consideration item is a proposed rezoning of Kentucky Ridge Commercial Plat 1.
Key Items on the Agenda
Kentucky Ridge Commercial Rezoning
The Council is scheduled to hold a public hearing and consider rezoning Kentucky Ridge Commercial Plat 1 from C-2/PUD Highway Commercial/Planned Unit Development to C-2 Highway Commercial. Inception Group, LLC requested the change to allow future commercial development.
The approximately 6.79-acre property was previously rezoned to accommodate a development concept that included commercial sites and 50 townhomes. Subsequent plans shifted toward commercial development, and the applicant now proposes returning the property to its original C-2 designation. The Planning Commission voted 7-0 to recommend approval, and staff also recommends approval.
The agenda includes the first reading of the rezoning ordinance. The developer has additionally requested that the Council waive the second and third readings and adopt the ordinance at this meeting.
Development and Land-Use Items
Parkland Dedication Changes
As part of the consent agenda, staff recommends setting a July 20 public hearing on proposed amendments to Chapter 171, the City's Parkland Dedication ordinance.
Among the proposed changes:
- Reduce required parkland from 16 acres to 7 acres per 1,000 residents.
- Replace the current appraisal-based process for calculating cash payments in lieu of parkland with a Council-established average per-acre fair market value.
- Establish a recommended initial value of $30,000 per acre, subject to separate Council action through the City's fee schedule.
- Provide more flexibility in determining where required parkland should be located and where cash-in-lieu funds may be used.
- Update related calculations and minimum park-size requirements.
Staff originally proposed 6 acres per 1,000 residents, but the Planning and Zoning Commission recommended 7 acres, which staff now supports. The Parks and Recreation Commission has also supported the revised proposal, and the packet states that City legal counsel supports the proposed language.
If the hearing is set, the packet outlines a tentative schedule of a July 20 public hearing and first reading, August 3 second reading, and August 17 third reading/adoption. A separate action setting the per-acre fee is also anticipated for August 17.
Culver's Project — Proposed City Property Vacation
The consent agenda includes setting a July 20 public hearing on a proposal connected to a planned Culver's restaurant at 1901 North Jefferson Way.
The proposed development is a roughly 4,000-square-foot restaurant with a drive-thru. According to staff, the configuration of the property prevents the drive-thru lanes from fitting entirely on the site. The proposal would vacate 812 square feet of City right-of-way along with an existing 20-foot public utility easement, allowing the property boundary and easement configuration to be adjusted.
Staff reports that Indianola Municipal Utilities reviewed the proposal and determined that its fiber infrastructure would not be affected. Staff recommends setting the public hearing.
Townhome and Rowhome Density
Staff also recommends setting a July 20 public hearing on an amendment to Chapter 165.05 addressing an inconsistency between the zoning ordinance and the Comprehensive Plan.
The Comprehensive Plan allows townhome and rowhome densities of up to 15 dwelling units per gross acre, while the zoning ordinance currently permits 10 units per acre. The proposed amendment would raise the zoning limit to 15 units per acre to align the two documents.
Major Financial and Equipment Items
$864,679.25 in Claims
The consent agenda includes approval of City claims totaling $864,679.25. Staff recommends approval.
The claims span multiple funds, including the General Fund, Road Use Tax Fund, Sewer Fund, Downtown Business Incentive Program, Wellness Campus Fund, and capital-project accounts.
Street Department Excavator — $87,818.21
Staff recommends purchasing a Bobcat E55 R2-Series compact excavator and attachments from Capital City Equipment for $87,818.21.
The Street Department plans to use the equipment for street and storm-sewer repairs. The purchase would be paid from the Road Use Tax Fund and was included in the FY27 budget.
Water Resource Recovery Pickup — $48,678.60
The Water Resource Recovery Department recommends purchasing a 2026 Chevrolet 2500 HD from Karl Chevrolet for $48,678.60.
The truck would replace a 2015 F250 used for winter plowing at alleys, lift stations, and the wastewater plant. The older truck would be transferred to the Facilities Department. The new vehicle was budgeted at $50,000.
Staff recommends contracting with Schaffer Electric to replace aging transformer equipment at the Morlock Lift Station. The base quote is $16,069.19, and the proposed resolution would authorize a 15% project contingency.
Staff says the existing transformer is original to the lift station and has reliability issues that require Indianola Municipal Utilities personnel to reset it when it trips. The project is included in the FY27 budget.
GIS Cost-Share — $13,200
The Council is scheduled to consider the City's participation in a renewed Esri Small Enterprise Agreement administered through Warren County.
The countywide Esri agreement runs for three years at $53,172 per year. Indianola's FY2027 share of the broader county GIS program is $13,200, an increase of $600 from the prior year's $12,600.
The City's cost would be divided equally among Community and Economic Development, Sewer, and Streets at $4,400 each. Staff says sufficient funds are budgeted and recommends approval.
Policy and Governance Items
New Donation Policy
Staff recommends adoption of a formal City Donation Policy covering monetary contributions, goods, services, real property, public amenities, and other donations.
The proposed policy establishes a tiered approval structure:
- Department directors could accept qualifying routine donations of $10,000 or less.
- The City Manager could approve donations above $10,000 through $50,000, including some with ongoing obligations.
- City Council approval would be required for donations above $50,000, real property, public art installations, and policy exceptions.
The policy also addresses total ownership costs, maintenance, insurance, donor recognition, agreements, recordkeeping, and the City's ability to decline, relocate, or remove donated assets. Donations with estimated annual operations and maintenance costs exceeding $5,000 could require an endowment equal to 20 times the annual cost.
New Naming Rights Policy
A companion Naming Rights Policy would establish standards for naming or renaming major City assets and programs.
The proposal covers parks, buildings, trails, plazas, athletic complexes, significant amenities, streets, and City programs. City Council would retain final authority over naming decisions.
For donor-related naming, the policy provides illustrative contribution guidance of:
- 25%–50% of project cost for major City buildings or facilities.
- 20%–40% for parks and athletic complexes.
- 15%–30% for trails, plazas, and significant amenities.
Actual thresholds would be established case by case. The proposed policy also includes restrictions involving political messaging and certain commercial associations, along with provisions for naming duration, revocation, signage, insurance, and transparency.
Public Meeting Agenda Posting Requirements
Staff recommends designating the bulletin board at the south entrance to City Hall as the official physical posting location for City Council agendas in response to changes to Iowa's open-meetings requirements.
The proposal also calls for Council and board/commission agendas to be posted on the City's Agendas and Minutes webpage. Amended agendas would be identified as amended and would specify the changed provisions. The physical posting location would be designated annually.
Public Works Surplus Property
The Council is scheduled to consider delegating authority to the City Manager to dispose of certain miscellaneous surplus Public Works property, such as small tools, spare parts, job materials, furniture, scrap metal, and small equipment.
Public Works would maintain records of disposed property and sale amounts. Other surplus Public Works property valued above $5,000 would continue to require Council approval.
Peddlers, Solicitors and Transient Merchants
The Council is scheduled for the third consideration and potential adoption of amendments to Chapter 122 governing peddlers, solicitors, and transient merchants. The first and second readings occurred June 1 and June 15.
Among the proposed changes are individual licensing, photo-identification requirements, a five-business-day application waiting period, defined grounds for denial, a public database of active licenses, a new 90-day permit option, and operating hours of 10 a.m. to 7 p.m. Monday through Saturday, excluding national holidays.
A related fee-schedule resolution proposes:
- Application fee: $25, up from $15.
- One-day permit: $20, down from $50.
- One-full-week permit: $75, down from $100.
- 90-day permit: $150, a new option.
- Six-month permit: $200.
- One-year permit: $300.
- Surety or cash bond: $1,000, up from $200.
Staff recommends approval of both the ordinance changes and corresponding fee schedule.
Public Safety and Special Events
Warren County Fair Fire and EMS Coverage
Staff recommends an agreement under which the Indianola Fire Department would provide dedicated emergency coverage for Warren County Fair grandstand events from July 22 through July 25, 2026.
EMS-only coverage is planned for concert events July 22–24, with both fire and EMS coverage for the July 25 grandstand event. The Fair would reimburse the City based on applicable personnel hourly rates, with a two-hour minimum per event. Staff describes the agreement as designed to be cost-neutral to the City.
Disc Golf Tournament Alcohol Rules
The Council is scheduled to consider temporarily suspending enforcement of Indianola Code §47.01(11) to allow alcohol sales and consumption at Pickard Park during the Discmania Challenge Presented by TruBank, August 7–9, 2026.
Hy-Vee is expected to provide food and beverage concessions and has applied for a temporary Class C liquor permit. The packet says tournament organizers will have security at the event and Hy-Vee plans to verify purchasers' ages.
The Parks and Recreation Commission voted 4-0 on June 10 to recommend the temporary suspension, and staff also recommends approval.
Fire Department Rescue Truck
Staff recommends declaring the Fire Department's 2016 Ford F550 Rescue Truck #339 surplus and authorizing its sale.
The vehicle was removed from frontline service after the department determined that it no longer adequately met operational needs. Staff evaluated repurposing it within the Fire Department or elsewhere in the City but concluded that doing so was not practical. Sale proceeds would be handled under City policy, while disposal would also eliminate continuing maintenance and insurance costs.
Salaries and Personnel
The packet includes a resolution correcting prior salary information and implementing FY27 compensation adjustments.
The proposal includes a 2.8% market adjustment for non-bargaining-unit pay ranges and 2.8% cost-of-living adjustments for employees represented by the Silver Bugles and International Association of Fire Fighters Local Union 5602. The adjustment was incorporated into the adopted FY27 budget.
A separate salary resolution proposes:
- Jeffrey White — full-time Water Resource Recovery Apprentice at $60,506.57 per year, effective June 29, 2026.
- John Lloyd — full-time Water Resource Recovery Superintendent at $124,327.40 per year, effective July 23, 2026.
Other Consent Agenda Items
The Council is also scheduled to consider:
- A 14-day Class C Retail Alcohol License for Benjamin Ladd doing business as the Warren County Fairgrounds, effective July 17–30.
- Adding outdoor-service privileges to the Des Moines Metro Opera's Blank Performing Arts Center liquor license.
- Ownership amendments to Brew Oil LLC liquor and tobacco licenses at three Indianola locations.
- Urban Revitalization designations for residential construction and improvement projects, which would authorize five-year property-tax abatements under the program.
- Receiving and filing the annual listing of City board and commission members and current vacancies.
The packet's board and commission vacancy list identifies openings or expired terms across several bodies, including the Board of Adjustment, Civil Service Commission, Public Arts Commission, Park and Recreation Commission, Planning and Zoning Commission, Sustainability Committee, and Veteran's Memorial Building Commission. The Hometown Pride Committee and Human Relations Commission also have multiple vacancies.
What to Watch at the Meeting
- Kentucky Ridge Commercial: The Council could consider not only the first reading of the rezoning but also the developer's request to waive the remaining readings and move directly to adoption.
- Parkland requirements: The July 6 action is limited to setting a future public hearing, but the underlying proposal would substantially reduce the required acreage and replace the current appraisal process with a Council-established per-acre value.
- Culver's development: The immediate decision is whether to schedule a July 20 hearing; the ultimate proposal involves vacating City right-of-way and an easement to accommodate the restaurant's drive-thru.
- Solicitor rules: The ordinance is at its third consideration, accompanied by a separate fee resolution that changes application, permit, and bond amounts.
- New Citywide policies: The consent agenda includes both a Donation Policy and a Naming Rights Policy, establishing formal rules for contributions, recognition, maintenance obligations, and naming of public assets.
- Capital purchases: The agenda includes an $87,818.21 excavator, a $48,678.60 pickup, and a $16,069.19 transformer project, all presented by staff as budgeted or funded items.
