The August 3, 2026 School Board meeting is primarily a business meeting built around a substantial consent agenda, a public hearing on revised Board policies, and routine reports from Board leadership and the Superintendent. The packet focuses heavily on educational partnerships, facilities investments, personnel actions, charter school oversight, early childhood programs, and operational agreements supporting the upcoming school year.
Several agenda items directly affect students and families, including agreements supporting Early Head Start, Voluntary Prekindergarten, School Readiness programs, university partnerships for educator preparation, a memorandum of understanding with Lee Memorial Health System, and a county-funded Saturday Driver Education Program scheduled to serve approximately 350 students at fourteen high schools during the 2026-2027 school year.
Facilities and operations represent another major theme. The Board is asked to approve a $1.347 million Phase I pre-construction budget for the Mariner High School HVAC renovation, finalize several completed construction projects, and amend a grant agreement with the Sprouts Healthy Communities Foundation that increases Year 3 funding to $276,526 based on prior program performance.
Governance matters also receive attention. The Board will conduct a public hearing on revised Board policies, consider personnel recommendations and professional learning initiatives, approve an internal audit statement of work with RSM US LLP, and review the termination of the charter contract for Optima Classical Academy at Estero after the school's allowable opening deferrals expired.
Major Discussion and Action Items
Early Childhood and Student Readiness Programs
The Board will consider multiple agreements supporting early learning services, including Early Head Start, Voluntary Prekindergarten (VPK), School Readiness provider contracts, and related childcare partnerships. These agreements help maintain publicly funded early childhood services and preserve access for eligible families before students enter kindergarten.
These actions are significant because they support the District's early learning infrastructure while ensuring compliance with state program requirements and continued collaboration with community providers.
Expansion of Educational Partnerships
Multiple agreements strengthen relationships with higher education and healthcare organizations. The packet includes field experience agreements with Keiser University and Misericordia University, along with a memorandum of understanding with Lee Memorial Health System.
The university agreements allow education students to complete internships, practicums, clinical experiences, and student teaching placements within Lee County schools. The agreements outline supervision, background screening, confidentiality, and responsibilities shared between the District and participating universities.
These partnerships help recruit future educators while providing practical classroom experience under qualified cooperating teachers.
Charter School Actions
Two significant charter-related actions appear in the agenda.
The Board will consider approving an initial Charter Technical Center contract for The Heights CareerTech Institute.
Separately, the Board is asked to terminate the charter contract for Optima Classical Academy at Estero. According to the packet, the school exhausted its statutory deferral period without opening operations, and the District states it received no correspondence regarding opening the school. The governing board retains the right to request an administrative hearing within fourteen calendar days after receiving notice.
Driver Education Program
The proposed agreement with the Lee County Board of County Commissioners continues the Saturday Driver Education Program under the Dori Slosberg Driver Safety Education Act.
The agreement provides approximately $125,516.22 to support fourteen instructors serving an estimated 350 students through five-week Saturday sessions at fourteen high schools between August 15, 2026 and April 10, 2027.
The program is intended to provide both classroom instruction and behind-the-wheel experience with the goal of helping participating students obtain driver's licenses safely.
Facilities Investments
The largest new capital planning item is the Mariner High School HVAC Renovation.
The Board is asked to approve the Phase I pre-construction budget estimate totaling approximately $1,347,148. The estimate includes design services, inspections, permitting, contingency funding, legal allowances, commissioning, and other planning costs before construction begins.
The meeting also includes final payments associated with several completed construction and renovation projects.
Internal Audit and Strategic Services
The Strategy division requests approval of a Statement of Work with RSM US LLP.
Recent workshop materials indicate RSM has been assisting with internal audit work, review of the FY26 budgeting process, follow-up testing on previous audit findings, and preparation of the proposed FY2026-2027 internal audit plan. Continued work supports financial oversight and governance.
Personnel and Professional Learning
The Human Resources agenda includes general personnel recommendations, approval of the 2026-2027 Professional Learning Catalog, and a 180-day extension for Benefits Consulting and Actuarial Services.
Administrative personnel changes include appointments to leadership positions such as Director of Athletics and Activities, Director of Transportation Services, and Assistant Staff Attorney.
Financial Matters
Several financial actions have meaningful operational impact.
The Mariner High School HVAC renovation Phase I pre-construction budget totals approximately $1,347,148, funding design, engineering, inspections, permitting, contingency, and related project preparation.
The Sprouts Healthy Communities Foundation amendment increases Year 3 grant funding to $276,526, including an additional $126,526 awarded because of successful Year 2 performance. The funding supports Food and Nutrition Services programming.
The Saturday Driver Education Program receives $125,516.22 from Lee County through the Dori Slosberg Driver Safety Education Act to operate instructional programs at fourteen high schools.
The agenda also authorizes final payments for completed capital projects including Fort Myers Beach Elementary stabilization and remediation work and HVAC replacement work at the Southwest Florida Public Service Academy, demonstrating projects nearing financial closeout.
Policies, Ordinances, Resolutions, and Governance
A public hearing is scheduled for revised Board policies.
Supporting materials show revisions involving administrator, instructional staff, and employee resignation policies. The updates clarify resignation procedures, effective dates, reporting requirements when educator misconduct affects student safety, restoration of accumulated sick leave after reemployment, and the Superintendent's authority to accept resignations on behalf of the Board where authorized.
Workshop materials indicate these policies previously received first reading and are now advancing to public hearing following legal review and public notice.
The packet reflects continuing work on strategic planning, internal auditing, construction management, procurement, school safety, and student achievement.
Recent workshop materials describe reviews of quarterly school safety performance, district construction updates, procurement practices, Food and Nutrition Services operations, and end-of-year student achievement results.
The Board will also receive its customary comments from Board members, the Board Attorney, and the Superintendent near the conclusion of the meeting.
Personnel, Appointments, and Organizational Matters
Human Resources materials document substantial staffing activity as the District prepares for the new academic year.
Summary documents identify dozens of full-time appointments, transfers, assignment changes, resignations, retirements, substitute appointments, reappointments, and technical support personnel actions.
Administrative recommendations include leadership appointments affecting athletics, transportation, and legal services.
The Board is also asked to approve the Professional Learning Catalog for the 2026-2027 school year, supporting employee development across the District.
Projects, Facilities, Infrastructure, and Operations
Facilities actions span planning, construction closeout, nutrition, and operational services.
The Mariner High School HVAC renovation enters its pre-construction phase through approval of planning expenditures.
Additional agenda items authorize interoffice mail agreements serving charter schools, food and nutrition initiatives, Smart Mouth Pizza procurement, and closeout payments for completed facilities work.
These projects support building systems, school operations, student nutrition, and campus infrastructure while preparing schools for the upcoming academic year.
Residents may provide public comment during the designated public participation portion of the meeting in accordance with School Board Policy 0169.1.
The principal formal public hearing concerns adoption of revised Board policies before Board action.
The agenda also includes reports from Board members, the Board Attorney, and the Superintendent, providing additional opportunities for the public to observe Board discussion before adjournment.
Students and families may benefit from expanded driver education opportunities, continued preschool programming, university partnerships that strengthen teacher preparation, healthcare collaboration, and continued investment in school facilities.
District employees are affected by personnel recommendations, professional development opportunities, revised employment policies, and updated resignation procedures.
Taxpayers have an interest in the Board's oversight of major facilities spending, internal audit work, grant administration, and construction project management.
Community organizations, higher education institutions, healthcare providers, and charter school operators are directly involved through partnership agreements, memoranda of understanding, and charter school governance decisions.
